2024 Caucus Chaos
The 2024 Idaho Republican Caucus is chaotic, confusing, and totally mismanaged. Dorothy Moon obfuscated responsibility. She blames everyone but herself. There are major problems with the Idaho GOP’s lack of compliance with the RNC rules, failure to understand the rules, disregarding warnings, and then dismissing calls for transparency. Maybe the most glaring issue is that Dorothy disregards a formal and fair nomination process for delegates to the national convention.
Dorothy was planning on a caucus before the State Central Committee even got to vote on it. Dorothy told us below “I just want to meet President Trump! Chairwoman Moon, it’s not acceptable to disenfranchise over 90% of the Republican voters in Idaho so you can meet her hero.
The Republican Territorial Central Committee Scheduled Meeting to Select Delelgates to National Convention

"BOISE CITY, Idaho, Feb, 4, 1884 - The Republican Territorial Central committee are hereby instructed to meet p at Boise City on the 5th day of March 5th, 1884, at 12 M., for the purpose of calling a Convention to select Delegates to attend the Republican National Convention to be held on the 3rd day of June next."
RNC passes rules about delegate submission.
Rule 16(c)(1) of the Republican National Committee has existed for over a decade. It requires state GOP organizations to submit their delegates 45 days in advance of a national convention.
Moon notified when 2024 Republican National Convention would take place
On December 21, 2022, the RNC notified Dorothy Moon that the National Convention would occur on July 15-18, 2024, in Milwaukee, WI.
Meaning Delegates had to be submitted by Jun 1, 2024. and SHE KNEW IT or Should have.
Bill is Presented in the Idaho House to Consolidate elections.
Bill is presented to the Idaho Legislature that consolidates the Presidential Primary election from March 2024 to combine it with Idaho’s longstanding May primary. Thus saving Idaho about 2.7 million dollars for an extra election.

Turnbow: Secretary McGraine Should Have Contacted Our Elected Leaders
Kiira Turnbow, State GOP executive secretary testifies in senate committee that state GOP never consented to consolidating presidential primaries. She states the SOS should have contacted the GOP elected leaders and allowed them to initiate a change to their bylaws. McGrane’s testimony directly contradicts. McGrane testified previously that he initiated contact with Dorothy Moon on Feb 2.
Dorothy Moon Testifies Against The Presidential Primary Bill
Dorothy Moon testifies during Senate committee hearings she spoke with Phil McGrane on Jan 2, 2023 and she thought she had more time to confer with RNC before the bill was introduced. However, the bill was presented Feb 13, 2023, nearly 6 weeks after the date Dorothy is referring to.

Here she quickly dismisses the reason to consolidate the primary with "ya ya ya" there trying to save 2.7 million dollars.
Chairwoman Moon & GOP Ignored RNC ruling and scheduled Idaho Convention too late.
Despite knowing it would be too late to name delegates to the National Convention, on June 30, 2023, following the Challis Summer Meeting of the Party, Dorothy Moon announced the 2024 GOP State Convention would occur June 13-15 in Coeur d'Alene.

Rules Committee Granted Carte Blanche To Edit Delegate Selection Process Later.
At the 2023 summer meetings in Challis. There was an adjust to the IDGOP rules adding a clause about Declaring an Emergency. This allow the Rules committee to edit the party rules to fix the problems created by Moon's disregard for RNC Rules. See IDGOP RULES Article VI. Section 8.
IDGOP Rules Committee Take Voice Away From Voters
IDGOP Rules Committee Meets And Edits Rules The RNC Delegate Nomination Committee Will Be Appointed By Moon. Now the Nomination Committee Doesn't Need To Be Ratified By the IDGOP State Central Committee as has happened previously. It's appointed by Moon, likely of her friends and political allies.
The issues are:
- RNC delegates wouldn't be bound to voter for the Caucus winner unless that candidate wins 50% or more.
- If the RNC convention needs multiple rounds of voting to select a nominee, the delegates are not bound after the first ballot. Thus removing the will of the voters.
Dorothy Admits She Cant Vote Either
While at the Lemhi County Central committee meeting. Dorothy Moon stated that even she wouldn't be able to vote at the Caucus on March 2nd, 2023
Highlighting the issue that many cannot and will not be able to vote.
